Welcome to the 12th International
Flight Inspection Symposium. ENAV S.p.A. is pleased to have you here
in Roma.
In the world of Flight Inspection/Calibration, everyone is expected
to know everything. Just when you think you've got everything down,
something else comes along, like GBAS, SBAS, and I-C-A-S-C. The
International Committee for Airspace Standards and Calibration is
a group of your flight inspection/calibration professional colleagues
representing Academia, Regulatory Authorities, Service Providers,
Manufacturers and System Integrators. All are users of the flight
inspection/calibration product - accurate and safe navigation.
At the 8th International Flight Inspection Symposium (IFIS), June
1994, the delegates expressed their desire that an organization
be formed to serve the flight inspection community on a continuing
basis. The two-year gap between symposiums left a void in technical
information sharing. Additionally, there was no efficient method
to provide timely and accurate updates on what was happening globally
in the flight inspection arena. Thus the ICASC was born. Thirteen
delegates met in Brussels, Belgium, in May 1995 and developed a
draft charter. The charter was approved by the delegates of the
9th IFIS in Braunschweig, Germany, June 1996.
Work began immediately to overcome the information-sharing problem.
The obvious vehicle to transport this sharing of information was
the rapidly growing Internet. Hence, the committee began to develop
an ICASC web site dedicated to the flight inspection community.
You can find the website at icasc.org. There, you will find
a wealth of flight inspection/calibration related information. In
addition, you will find a Bulletin Board set up to handle information
exchange on a regular basis, where you will find questions and answers
between your colleagues to current operational problems.

ICASC members are nominated based on their expertise, geographic
location, and the committees requirements. Members are expected
to attend and participate in two meetings during the year and in
future IFIS meetings. Membership of the committee is intended to
represent the worldwide flight inspection community, and current
members are from Canada, France, Germany, Italy, Malaysia, New Zealand,
Norway, South Africa, the United Kingdom, Brazil and the United
States. The current Chairman is Mr. Joseph F. Doubleday, Deputy
Director, Aviation System Standards, Federal Aviation Administration,
USA.
More information will be forthcoming in future newsletters. As
you navigate through your region of personal influence, the ICASC
asks you to keep us in mind and to mention us to your colleagues.
The more each of us increase our contacts, our information sharing,
and personal competence, the more we increase Aviation Safety, the
ultimate goal of flight inspection/calibration. Welcome to the newjsletter

ICASC NEWS MAY 2002
Welcome to

As you know, the flight inspection community is a small
and very specialized community spread all over the world. This Symposium
is a unique event to share knowledge, exchange experiences and points
of view with other people doing your same job. In a world of fast
changes, the symposium offers you the opportunity to be updated to
the latest technical development in the flight inspection field, and
to learn about other organizations. |

ICASC Briefs the ICAO Air Navigation
Commission (ANC)
During May of 2001, Committee members Joe Doubleday,
Onorio Rocca, and Jim Savage met with ICAO officials
to review the history and purpose of the ICASC, and
to express the wish of the committee for a closer relationship
with ICAO. ICAO offered to host the 15th ICASC meeting
at ICAO Headquarters, Montreal, Canada, and that took
place in September. Following the meeting, ICAO requested
a briefing from the committee. Accepting this opportunity
on January 30, 2002, the ICASC briefed the ANC Commissioners
on the committee, its accomplishments to date and its
future work program. Three ICASC members, Joe Doubleday,
Sileno Goedicke and Jim Savage, made the presentation,
which gave an overview of the purpose of the committee,
presented the vision and mission of the committee, demonstrated
the ICASC website, explained the relationship the committee
would like to have with ICAO, and described the International
Flight Inspection Symposium (IFIS). An invitation was
made for ICAO to participate in the 12th IFIS, and pending
Secretary General approval, the Director of the Air
Navigation Bureau, Mr. Jack Howell, and the Chief of
the Communications, Navigation and Surveillance Section,
Mr. Judimar Das Chagas, will have active roles in the
12th IFIS in Rome.

ICASC welcomes new members who can dedicate time, energy
and commit resources for traveling to meetings twice per
year. Interested individuals can contact any current members.

At the 16th ICASC meeting in Rome, March 2002, ENAV
S.p.A. and the ICASC, were jointly featured in national
radio and television broadcasts concerning their contributions
to aviation safety. The general message derived from the
broadcasts highlighted the significance of the IFIS bringing
together flight inspection safety experts from around
the world meet and exchange the latest techniques and
practices in assuring aviation safety and air navigation.
