ICASC OVERVIEW:
The idea for an International Committee for Airspace Standards and
Calibration (ICASC) was discussed at the Eighth International Flight
Inspection Symposium (8th IFIS), held in June 1994, in Denver, Colorado.
Many delegates recognized a need to form an organization to serve the
flight inspection community on a continuing basis because, the two-year
gap between symposiums left a void in the exchange of technical information.
In addition to the void in exchange of information, there was no official
method to provide updates on what is happening globally to the flight
inspection family.
Therefore, a few of the delegates met in Brussels, Belgium in May 1995
and agreed to establish an International Committee to serve in the interim
of each biennial International Flight Inspection Symposium. The Committee
presented the draft charter at the 9th IFIS, June 1996, in Braunschweig,
Germany and the charter was approved. The following persons make up

ICASC CHARTER:
HISTORY: This charter was originally developed as a result of thirteen representatives meeting in
Brussels, Belgium, on May 24-25, 1995 and was revised October, 2000 to account for the global
aspects of aviation, flight inspection and related activities. Amendment #Ito the charter was approved
and incorporated in April, 2005 and refined the structure of the ICASC Committee. Amendment 2 of the
charter was approved and incorporated into the basic doctrine on October 9, 2008 in Montreal. It
clarified the ICASC membership rules, initiated a "Provisional" membership category set by the Steering
Committee, and expanded the role of the ICASC to provide an advisory function to ICAO.
THE INTERNATIONAL COMMITTEE FOR AIRSPACE STANDARDS AND CALIBRATION (ICASC) was officially established at the Brussels meeting. The ICASC is an extension of the International Flight lnspection Symposiums (IFIS) and supplements the biennial formal lnternational Flight lnspection Symposiums by promoting continuity in the exchange of regulatory, technical, and commercial information in flight inspection and flight validation. The ICASC also functions as an advisory group that researches topics of interest to the flight inspection and aviation community and provides technical input
to ICAO.
Membership of the committee is intended to represent the worldwide flight inspection community, and is a reflection of industry, academia, and government interests.
THE PURPOSE AND OBJECTIVES OF THIS COMMITTEE ARE:
o To promote the interests of the global flight inspection
family by:
- Aiming for a universal approach to safety and standards.
- Sharing technical information.
- Enhancing collaboration.
- Serving as a forum.
- Acting as a clearing house.
- Promoting the interaction of academia, industry, and government.
- Identifying and promoting cost effective solutions.
o To promote optimisation of professional standards and value to the
customer by:
- Improving safety standards and promoting the best safety and business
practices.
- Providing input to the ICAO technical working groups.
- Encouraging and communicating technical research and
operational experiences.
o To serve as a bridge between "IFIS GAP" by:
- Maintaining a forum.
- Assisting in the selection of a symposium location.
- Assisting in planning, organizing and conducting IFIS.
- Sharing experiences in symposium management.
The structure of the ICASC Committee:
- The ICASC consists of up to 20 members representing the flight inspection community. This
number includes the Chairperson, Vice-Chairperson and does not include the Executive
Secretariat, Honorary, Ad hoc or Provisional members.
- The upcoming lnternational Flight lnspection Symposium chairperson will be a member of
committee for the two years prior to symposium. The previous symposium chairperson will be a
member of the committee for two years following the Symposium. Neither member will count
towards the permanent membership total.
- The Executive Secretariat is a non-acting ex-officio member appointed
by the Chairperson.
- Honorary Members may be designated as appropriate.
The Chairperson of the ICASC is elected by the membership for a term
of 4 years, may be re-elected, and is responsible for:
- Officiating at the official meetings.
- Establishing a date and place for the official meetings.
- Informing ICASC members of committees' progress.
- Appointing ad hoc committee members from the flight inspection community.
- Providing a point-of-contact for the ICASC.
The Vice-Chairperson is elected by the membership for a term of 4 years,
may be re-elected, and is responsible for:
- Acting as Chairperson when the Chairperson is not available.
- Representing the ICASC at selected seminars, conferences, etc.
- Serving on the Steering Committee.
Working Groups and Members:
The Steering Committee consists of the following members:
- Chairperson
- Vice Chairperson
- Workgroup Chairpersons
ICASC workgroups are formed and dissolved as needed. Committee meetings will be conducted by the
Chairperson according to Robert's Rules of Order.
Members will be selected by the ICASC based on his/her expertise; the
committees' requirements; geographic location; availability of the potential
member to attend and participate in two meetings during the year; communicate
and participate in the future International Flight Inspection Symposium.
Full membership appointment to ICASC will be considered after two years of provisional membership or at
the discretion of the Steering Committee.
Members of the lnternational Committee are responsible for:
- Actively participating on Committees.
- Providing input relating to purpose and objectives of committee.
- Participating and representing the lnternational Committee at selected seminars, conferences,
etc.
- Serving as panel members in their areas of expertise.
- Attending lnternational Committee meetings. May send an alternate with the approval
and consent of the Chairperson.
- Ensuring that flight inspection database is established and maintained.
- Assisting with symposium planning, if requested.
Term of Committee Members: The term for committee members is indefinite as
long as the member is involved in flight inspection or related activities.
Members may resign or their membership terminated for lack of participation
as recommended by the ICASC. Filling vacant positions will be at the discretion
of the ICASC.
Provisional Members:
The Steering Committee may establish and manage a "Provisional" membership that may be filled on a
probationary period of two years, with an option to extend the status beyond the probation period.
Provisional members enjoy the same rights as permanent members including the authority to vote on all
ICASC proposals. They are expected to participate regularly in ICASC meetings, support workgroups
and the lFlS and are subject to membership revocation if participation is limited. The steering committee
may promote provisional members to full membership during the probation period as vacancies exist.
They will generally use seniority and participation guidelines to select qualified provisional candidates to
full membership but will retain the ability to use extenuating circumstances to make selections based on
other criteria. Conversely, the Steering Committee may also downgrade full membership to a
provisional status for those individuals not adequately participating.
Ad Hoc Membership:
The Steering Committee may establish non-voting, Ad hoc Members to fill short term, specific
requirements when expertise is not available within the committee. Ad Hoc membership expires when
the project is completed. Ad Hoc members will be listed on the ICASC membership list with name,
company and country but will not include bio and picture.
