Mr. Joseph F. Doubleday

Mr. Doubleday is currently serving as the Flight Program Manager with responsibilities for managing the FAA Franchise Fund for Maintenance Operations, and for directing the Aircraft Maintenance and Engineering Operations for Aviation System Standards (AVN).

AVN designs and develops instrument flight procedures (IFP) for use by air carriers and general aviation aircraft during operations in instrument flight conditions.  The organization also maintains and operates a fleet of 31 aircraft and provides in-flight evaluation services of both ground and space based flight navigation systems and provides flight inspection of IFP prior to charting and publication.  Additionally, AVN publishes aeronautical charts and digital products for air carrier and general aviation pilots for use throughout the United States and around the world.  AVN is also responsible for assessing the adequacy of electronic navigational signals used by all U.S. civil and military aircraft worldwide.

Mr. Doubleday served as the Acting Program Director of Aviation System Standards (AVN) from September 1998 to May 1999 and served as the Deputy Program Director of AVN for 9 years.

Mr. Doubleday has worked in the aviation field for over 36 years including 8 years in the U.S. Air Force and 8 years in the airline industry. He retired from the U. S. Air Force Reserves in 1995.  Mr. Doubleday held management positions in the FAA's Southern Region and in Washington, D.C. He holds a Florida State Teacher's Certificate and an FAA Mechanic Airframe and Power-plant Certificate. He served as the FAA Aircraft Maintenance Program Officer for all FAA-owned aircraft and as the Airworthiness Certification Project Manager for various flight programs to ensure all aircraft operated to air carrier standards. He set up training programs, taught numerous aviation courses and was responsible for the management of technical programs. In addition, he instructed aircraft maintenance courses at the college level and in the airline industry.

During his FAA career, he has received numerous awards for superior performance and achievements. His outstanding leadership brought the Flight Inspection Maintenance Program into compliance with the Federal Aviation Regulation Part 135 certification standards process without interruption to ongoing flight operations.  In 2003, Mr. Doubleday received a Superior Achievement Award from the FAA Administrator for his accomplishments in promoting Equal Employment Opportunities in the workplace.  His leadership contributed to Aviation System Standards' national recognition. The organization received the Federal Aviation Program Award (Large Program) in 2002 and 2004.  The organization also received the FAA Administrator's Quality Improvement Award in 1995 and the Department of Transportation Secretary's Quality Award in 1996.
